The foregoing has been drawn up on the assumption that the evacuation order is not cancelled. The Military Authorities here grant sixteen weeks' leave to men of 40 years and over 40 years with four years' service in the Colony, and to men under 40 years with five years' service.
We should press for the evacuation to be made entirely voluntary, and as far as the Dockyard is concerned we would have a happier and more enthusiastic staff. Whether or not the evacuation ban is lifted we will still have to send a number of people on leave next year in order to avoid congestion later. At the present time we would like to add about four men to our staff, and feel that men could be obtained in Shanghai if they were allowed to bring their wives to the Colony.
